Opposition censures Govt. in Assembly over Singh Dev’s resignation

RAIPUR CHHATTISGARH- Raising ht issue of Panchayat Minister TS Singh Dev leaving his department, the opposition,led by BJP, alleged that the state government “has become non-functional”, as its own Minister has expressed distrust over the governance.

Leader of Opposition Dharam Lal Kaushik said that there is a situation of constitutional crisis, if the ministers were in the house, they would have talked to them. If the minister has to be removed, then the Chief Minister should announce it. In view of the debate, the proceedings of the house were adjourned for ten minutes.

Leader of Opposition Dharamlal Kaushik alleged that the state government has become non-functional. He said, “the government is unable to hear the voice of its own minister. He alleged that due to the indifferent attitude of the state government, the beneficiaries under the Pradhan Mantri Awas Yojna could not get their houses. Senior BJP MLA Ajay Chandrakar said, the cabinet and the executive were responsible to the legislature. In the case of Minister TS Singh dev, the government should clarify the matter. There is a state of constitutional crisis in the state.

MLA Brijmohan Agrawal said that the minister has expressed distrust in the government itself. In Article 166, the Governor has given powers to the ministers. The Chief Minister does not have the right to take away the powers that of a minister. Has the chief secretary become superior than a minister? This is a unfortunate instance in Chhattisgarh. If a minister resigns from a department, there is no justification for running the house until the statement of the minister and the chief minister is given on the subject.

Janata Congress Chhattisgarh (JCC) MLA Dharamjit Singh said, the minister of Panchayat department was not in the house. In responseto the letter, 61 MLAs have signed the letter demanding action against the Minister. So the existence of Hasdev and Singh Dev was in danger. BJP legislator Brijmohan Aggarwal said, this was a confidential letter. The minister has taken oath. If the confidential letter was made public, then this government has no right to stay even for a minute.

BJP MLA Brijmohan Agrawal said, if the minister had the courage, he should have come in to House and resign from the post of minister. If a minister, being responsible to the governor, raises questions on the government, then how can the cabinet be trusted upon?. Where is this rule, and under which part of the constitution that the Chief Secretary’s committee should take the final decision on the decision of the minister? The House should be adjourned till the matter is resolved, Agrawal asserted.

Speaker Dr Charandas Mahant asked under which rule this issue was being discussed? And above all, why the minister’s letter was being discussed? The Speaker said that there is no constitutional crisis in the state. There is no information as to whether the resignation letter of the minister, had been accepted So there is no point to discuss the issue, Speaker further said.
